A 20th C. French oil on canvas portrait of a man.  Dressed in black formal wear, he is reading "Le Bien Public, Courrier des Flandres", a daily french journal.  This portrait does have paint loss in several areas, most notably the nose.  Please review all photos carefully.  Portrait is signed in the lower right corner.
